Director: Jackie Budden
My name is Jackie Budden, and I am the Director of Special Education for Marshall Public Schools. I have served in leading our special education team since 2010. I received my Bachelor of Arts degree in Elementary Education, Special Education, and Reading from Northwestern College in 1997. I completed my Master's degree in education from Viterbo University in 2000, and my Sixth Year Certificate in administration for Director of Special Education and K-12 Principal from Saint Cloud State University in 2012.
Prior to my tenure at Marshall Public Schools, I taught K-6 special education and 2nd grade in Iowa, K-12 special education and reading intervention at Edgerton Public School and served as the Response to Intervention Coordinator for SWWC Service Cooperative.
The passion that our special education team has for our students with special needs is my motivation every day. Every team member strives to ensure each student receives the support necessary to experience success in our schools yet maintains high expectations for them to achieve the most they can each day as independently as possible.
Marshall Public Schools provides special education and related services to children from Birth to age 21. Students must meet the state of Minnesota eligibility criteria to be eligible to receive services determined through an Individual Family Service Plan (IFSP) meeting or an Individual Education Program (IEP) meeting. These plans describe the student's Present Levels of Academic and Functional Performance, special education needs, goals and objectives, accommodations & modifications, and services designed to meet the student's individual needs. These plans are designed to provide a Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE) for the student to make adequate progress.
